South Korea is facing renewed scrutiny over alleged taxi fare overcharging involving foreign passengers in Seoul. According to data from the Seoul city government cited by lawmaker Mo Gyeong-jong, 6,481 complaints were filed between 2021 and August 2026.
However, only 204 cases — approximately 3.1% — resulted in administrative measures. These included 176 warnings and 28 cases involving the suspension or cancellation of drivers’ licences.
The data also showed that 4,368 complaints, around 67.4% of the total, were closed internally. Authorities cited difficulties verifying alleged overcharging and cases in which complaints were withdrawn.
Seoul introduced a compensation policy allowing foreign passengers to apply for up to 500,000 won if their complaint resulted in administrative action. Yet, according to the reported data, no compensation payments had been made under the scheme.
Lawmaker Mo highlighted the need for clearer information and a more accessible complaint process, particularly for short-term visitors who may leave South Korea before their cases are resolved.
The figures concern reported allegations and do not mean that every complaint involved proven overcharging. The issue raises questions about complaint handling, enforcement and protections for international visitors.
