On 8 August 2026, Congress President Mallikarjun Kharge addressed a rally at Haldwani’s Ramlila Maidan in Uttarakhand. Days later, a havan described as “shuddhikaran” — purification — was held on the same ground.
Congress called it untouchability. Rahul Gandhi demanded an FIR under the SC/ST Act and asked the Prime Minister to order action. Priyanka Gandhi called the ritual a shameful mindset and a violation of the law. For nearly three weeks, no case was filed against those who performed the ceremony.

On the night of 30 August, Haldwani police registered an FIR against Rahul Gandhi — citing promotion of enmity, hurting religious feelings, and provisions of the same SC/ST Act he had invoked. The complainant, from the Valmiki community, says Gandhi gave a casteist spin to a religious cleanliness drive.
