Russia Says It’s Not Plague—Then a Second Person Dies

I examine the unverified but consequential reports surrounding the death of 28-year-old laboratory worker Daria Shipilova after a reported September 25 exposure to a plague-pathogen tube at Russia’s Kursk Anti-Plague Research Institute, in the Irkutsk region. I walk through the reported timeline: her hospitalization with severe pneumonia, claims of positive plague tests, the quarantine and observation of 197 contacts, FSB escorts, deleted local reports, and the federal finding of pneumonia of undetermined etiology.

I separate reported claims from confirmed facts. The key strategic issue is not evidence of a weaponized pathogen or a COVID-scale pandemic—neither has been established—but whether Russia’s visible containment measures conflict with its public explanation. I also explain why pneumonic plague is a serious biosafety concern, why close-contact transmission limits broader pandemic risk, and why the Sverdlovsk anthrax and Chernobyl precedents make credible disclosure essential.
