Putin’s Winter Plan—Zelensky Saw It Coming

Putin’s winter strategy is coming into focus—and Zelensky says he warned Washington what to expect. I examine reporting on Russia’s planned escalation against Ukraine’s energy grid, the intelligence behind Zelensky’s warning, and why Kyiv, Kharkiv, Odesa, and Lviv could face increasing pressure.

The reported goal goes beyond cutting electricity: isolate major cities, disrupt water and heating, force civilians to leave, and put additional pressure on Europe through another refugee crisis. I explain the reported threat to the infrastructure connecting Ukraine’s nuclear plants to the grid and Zelensky’s prediction that attacks will intensify around the U.S. midterm elections.

I also examine Ukraine’s urgent need for air defenses and interceptors—and why Russia’s ability to adapt should never be underestimated. Knowing Putin’s plan gives Ukraine a warning. Countering it still requires resources.
