Twenty countries and the European Union used United Nations General Assembly week to call for a brand new international institution that could set AI standards, run verification, convene governments when capability thresholds are crossed, and pool serious safety incident reports. The United States and China, which host essentially all frontier scale compute, did not sign. Chris and Laura dig into why the signatories say the existing UN machinery is not enough, including a forty member scientific panel that is explicitly forbidden from setting rules or prescribing policy.
