More than four decades after the Bayh-Dole Act reshaped how federally funded research reaches the marketplace, the law is facing fresh scrutiny amid concerns about economic security, global competition and emerging technologies. Supporters argue the evidence points in the opposite direction: the model is working. A new report takes that case directly.
