Patrick Bryden, global head of research at the newly launched Scotia Growth Institute, explains what it will really take to get Canada's proposed Pacific Link oil pipeline built. His team has modelled three possible scenarios, with costs ranging from $35 billion to $66 billion and completion dates stretching as far as 2037. But with hundreds of billions of dollars in major projects competing for workers, materials, and capital, could Canada's ambition to build big again become its own biggest obstacle?
