A proposal to make sweeping changes to the zoning code was sent back to the drawing board by city council – signalling the end of a push by Denver planners to make it easier to build duplexes, triplexes, and fourplexes citywide. Will the Mile High ever get closer to housing advocates’ dream of a denser, more affordable city?
