MK ULTRA eventually turned into MK Search, but the program itself didn’t change. By the beginning of the 1970s the CIA were terrified of public exposure. They could not afford to end the program as they were not done, their goals had not been realized. So at the same time, Richard Helms ordered all MK ultra documents to be destroyed, it was also ordered to push MK ultra mind control, and all behavior, modification programs underground. They drove them underground straight into cults. This is why we saw an explosion of cults In the 1970s, 1980s, and even into the 1990s.
